Tasks of resources on leave

Hi,
Two major controls needed-
1. If a resource is on leave, no one should be able to assign a task to that resource.
It should show as blocked or on leave.
2. If a resource submits a leave application. the list of task assigned to that resource should come to Manager or partner so that those can be allocated to another resource if needed in their absence.

Point 1 - Ideally you can assigned task to anyone in team. If the task is assigned to person who is on leave you can easily reassign it.
Point 2 - No, you can reassign to Partner/Manager.
